Before Congress and President Clinton approved the Brady bill in 1993, laws delaying handgun purchases were known to have no effect on crime. During 1992, the most recent year of data available when the Brady bill was passed, California, the state with the most restrictive waiting period law (15 days on all firearm sales, retail and private) had total violent crime and murder rates 58% and 44% higher, respectively, than the rates for the rest of the country.
